Youth Capital Program
The Youth Capital is a national program, developed by the Ministry of Education and Research and implemented by the National Youth Agency. The program is an initiative inspired by the experience of the European Youth Forum and involves the selection of a locality in the Republic of Moldova, within which, during one year, youth activities and projects are concentrated. Any locality in the Republic of Moldova (with the exception of the municipality of Chisinau and the localities holding the title "Capital of Youth" in the last 3 years from the edition for which it is applied) that distinguishes itself in a positive way and presents an ambitious program for involvement and development young people, it can become the Youth Capital, later becoming a development model for other localities in the country.

Organization and conduct of the competition for the selection of the "Capitala Tineretului" locality
The program involves the selection of a locality in the Republic of Moldova, within which, during one year, the youth activities of the local public administration authority, non-commercial organizations or civil society, international organizations, as well as the central public administration authorities are concentrated.
The Program applies to the local public administration authorities of the first level, including those established in the autonomous territorial unit Gagauzia, and the local public administration authorities of the second level established on the territory of the municipality, with the exception of the municipality of Chisinau and the local public administration authorities that held the title,, Youth Capital" in the last 3 years from the edition for which the application file is submitted (Sipoteni commune, Călărași district - 2021, Ștefan Vodă town - 2022, Ungheni municipality - 2023).

- encouraging local public administration authorities and strengthening their capacities in the process of developing an effective model for implementing the youth policy at the local level;
- the approach of local public administration to young people;
- supporting local public administration authorities in the development of partnerships;
- strengthening the youth sector at the local level.

Benefits for the winning locality:
- financial and logistical support from the central public authorities, the Ministry of Education and Research will grant financial support in the amount of approximately 1,000,000.00 lei, depending on the quality of the program of activities submitted by the Applicant;
- visibility and promotion of activities during the degree at national level;
- communication with international institutions and organizations, development partners;
- participation in the development of national youth policies, policy consultation;
- strengthening local partnerships between youth NGOs and local public administration;
- attractiveness for partners, national institutions, financiers and foundations.
Mandatory activities to be organized:
- grant program at the local level to support young people;
- national event marking International Youth Day;
- at least one event promoting a healthy lifestyle, of regional/national importance.
The procedure for organizing and conducting the competition, as well as the implementation of the Program, is established in the provisions Government Decision no. 347/2020 regarding the approval of the Regulation for the organization and implementation of the "Youth Capital" Program.
The municipality of Cahul holds the title of Youth Capital 2024.
The following types of activities can be carried out in the Youth Capital 2024:
- activities to stimulate the participation of young people in decision-making, which will favor the participation of young people in public life and the promotion of active citizenship;
- activities to promote personal and professional development opportunities;
- initiatives for young people to get involved, to gain experience in the professional field, such as teamwork, team management, project management, effective communication;
- creative and innovative youth activities in order to develop and improve youth services;
- projects in collaboration with economic agents, so that the potential employer gets involved in the development of future employees;
- promoting vocational guidance at the regional level;
- broadcast of films (documentary, artistic, educational);
- public discussions on various topics of interest to young people (education, volunteering, employment, healthy lifestyle);
- events/activities in which messages from the field of youth are promoted;
- information seminars on youth policies and priority issues in the field;
- consultation seminars regarding the area of interest of young people from the Youth Capital with the aim of diversifying activities;
- organization of youth competitions;
- other activities that correspond to the priorities of the National / Local Youth Strategy.
